What the OHCS Platform is
The Office of the Head of the Civil Service establishes, pays, trains, promotes and finally pensions every officer in the state’s ministries, departments and agencies. That work is usually spread across separate payroll, personnel and pension records that disagree with one another, which is where ghost workers and stalled retirements come from.
The OHCS Platform keeps an officer’s whole career on one record, from vacancy and appointment through confirmation, posting, training, appraisal and promotion to retirement and pension, with establishment control, verification, salary, deductions and remittances running against the same data. Each MDA administers only its own staff, while the Office sees the service as a whole.
