The Records Problem Behind Everything Else
A state universal basic-education board may be responsible for six hundred or more schools and several hundred thousand learners, and in most states the authoritative record of who those learners are still lives in hardback registers in head teachers’ offices. Enrolment returns are compiled by hand each term, transcribed at zonal level, aggregated again at headquarters, and by the time a figure reaches the commissioner it has passed through four transcriptions and no reconciliation. Planning, teacher deployment, furniture allocation and intervention funding all rest on that number. When a board tells us it cannot say with confidence how many learners sat in its classrooms last term, it is not admitting incompetence; it is describing a records architecture that was never built.
Results integrity is the second pressure, and it is the one that generates the most heat. Continuous assessment scores travel on paper from subject teacher to form master to school office to zonal office, and every hop is an opportunity for transcription error and for interference. Parents dispute grades that were entered correctly and altered later; schools dispute aggregates they cannot audit. A results system that captures marks at source, timestamps every change, shows who made it and refuses to accept a score outside the permitted range removes most of the argument, and does more for public confidence than any amount of exhortation.
Third is bandwidth and power, which quietly defeat most e-learning ambitions. A school in a rural local government area may have a shared connection of a few megabits and mains power for six hours a day. Any platform that assumes a browser streaming video will be unusable there by the second week of term. We design for that reality: content that synchronises overnight to a local server or caching appliance, offline-capable capture on teacher devices, low-bandwidth interfaces, and honest advice to a board about which of its schools should receive a connectivity upgrade before it buys any software at all.

How a State Board Rollout Unfolds

Month 1
Baseline and school census
We visit a stratified sample of schools across every zone — urban, peri-urban and rural — and record what is actually there: registers, connectivity, power, devices and the head teacher’s real workload. The sample tells us what the headquarters figures cannot.

Months 2–3
Configuration and data standards
Learner identifier scheme, school codes, subject and grade structures, zonal hierarchy and approval rules are agreed with the board. Getting the identifier right at this stage prevents the duplicate-record problem that ruins these projects in year two.

Months 3–5
Pilot in one zone
Around 40 schools in a single zone go live for a full term, covering a complete assessment and results cycle. Head teachers and zonal officers are trained face to face, and the operating procedures are rewritten from what the term exposes.

Months 5–11
Zone-by-zone rollout
Rollout follows the school calendar, never mid-term. Each zone gets on-site support for its first full assessment cycle, and a trained zonal champion who becomes the first line of help for head teachers in that zone.

Months 11–13
Historical record migration
Paper registers for prior years are digitised where the board wants continuity, with duplicate detection and a reconciliation report. We are candid that migrated paper records carry the errors of the paper, and we report the error rate rather than hide it.

Month 14 onward
Handover and support
Board ICT staff are trained as administrators through our academy, documentation is handed over, and a support contract covers the annual peaks — enrolment at the start of the school year and results processing at the end of each term.
