Loss, Leakage and Records Written on Paper

Nigeria loses a substantial share of what it grows between the farm and the market, and in the North-West the losses concentrate in a handful of predictable places: tomatoes and peppers that sit in the open at an aggregation point for a day too long, grain that goes into store at the wrong moisture content, onions in a shed that has no ventilation, and produce that spends nine hours on a truck because nobody sequenced the collection route. None of these are exotic problems and none of them need exotic technology. They need measurement — of temperature, of moisture, of time in transit — and a record that somebody is accountable for reading.

Out-grower schemes have a different problem. A scheme may contract several thousand smallholders across dozens of communities, advancing seed, fertiliser and agrochemicals against an obligation to deliver produce at harvest. Where the register of participants lives in a field officer’s notebook, the same person appears twice under different spellings, plots are described by landmark rather than coordinate, and inputs are signed for by whoever is present. At harvest the scheme cannot say with confidence who was owed what or who defaulted. A biometric or phone-verified registry with geo-referenced plots turns an argument into a record.

Input subsidy programmes concentrate every one of these weaknesses. Public money buys fertiliser that must reach a named farmer at a named location within a season, through a distribution chain of agro-dealers with varying incentives. Leakage happens at redemption, where the same entitlement can be claimed more than once, and in the reconciliation between what was allocated, what was collected and what was actually delivered. Verified identity at redemption, geotagged and timestamped collection, and reconciliation against agro-dealer stock movement close most of the gap — provided the design assumes intermittent connectivity, because most redemption points have it.

What we have delivered in this sector

Two systems: RiceConnect, a business-to-business and business-to-consumer rice marketplace connecting sellers with buyers across Nigeria, and a resource planning system for oil mill operations covering the production and stock record.

The registry, out-grower and cold-chain work described on this page is capability rather than delivered reference. We build registries with offline field capture and deduplicated identity for government revenue and transport clients, and the problem is substantially the same, but we have not yet run one for an agricultural scheme. We would rather tell you that now than have you discover it during due diligence.

How an Agriculture Engagement Runs

Agricultural projects are governed by the season, not by the contract date. Our sequence reflects that.

Value-chain walk

We walk the chain end to end — farm, aggregation point, store, truck, plant — with your field staff, and we measure rather than ask. Temperature logs, time stamps and moisture readings taken over a fortnight usually locate the loss more accurately than a year of anecdote.

Season-aware planning

The plan is built backwards from the agricultural calendar. Registry enrolment happens before land preparation, input distribution ahead of planting, cold-chain instrumentation before the peak harvest window. Missing a season costs a year, so this sequencing is not negotiable.

Field pilot in one ward

A single ward or collection corridor goes live first, with field officers using the actual devices in the actual conditions — dust, heat, no coverage, low battery. Almost every design change we make in this sector comes out of that fortnight.

Field officer training and equipping

Officers are trained in their own local government area, in Hausa where that is the working language, with rugged devices, solar charging and a printed quick-reference card. Enrolment quality depends almost entirely on how well this step is done.

Scale-out with continuous deduplication

Enrolment scales area by area while deduplication runs continuously against name, phone, biometric and plot coordinates. Exceptions are worked by a review team rather than accepted silently, and the error rate is reported to the client every week.

Harvest reconciliation and review

At the end of the first season we reconcile what was advanced against what was delivered, quantify loss by stage, and sit down with the client to decide what the second season should change. The system is adjusted between seasons, never during one.

Questions Agriculture Clients Ask

Our field officers work where there is no network at all. Is that workable?
It is the normal case. Enrolment, input redemption and collection confirmation all run fully offline on the device, with cryptographic timestamps and geotags captured at the moment of the transaction rather than at synchronisation. Records upload when the officer reaches coverage, which may be days later, and duplicate detection runs server-side after upload.
How do you prevent the same farmer being enrolled twice?
Layered matching: fingerprint biometrics where the programme permits them, phone number verification, name and parent-name fuzzy matching tuned for Hausa transliteration variants, and plot coordinate proximity. No single method is sufficient on its own. Matches above the confidence threshold are merged automatically; borderline cases go to a human review queue with the evidence attached.
What sensors do you use for cold rooms, and who maintains them?
Industrial temperature and humidity probes with local logging, so a communications failure does not create a gap in the record, plus door sensors and power state monitoring. We maintain them under the support contract, with calibration checks twice a year and a documented certificate for each unit, which is what an insurer asks for when a claim is made.
Can the registry link to national identity or BVN records?
Where the programme owner has the necessary authorisation and agreements in place, yes — we integrate with identity verification services and record only the verification result and reference, not the underlying identity data. Without that authorisation we do not attempt it, and we will say so during design rather than build something that cannot lawfully be switched on.
What does it cost to run a farmer registry after the build?
Hosting and support for a registry of this size is quoted against transaction volume and how much field support you want included, and we would rather scope it with you than publish a band we have not yet charged anyone. One thing worth budgeting for regardless of supplier: device replacement at roughly 15 per cent a year, because field conditions are hard on hardware and pretending otherwise helps nobody.
Will this work for a private scheme rather than a government programme?
Yes, and private schemes often move faster because the procurement is simpler. The functional needs are almost identical — verified identity, geo-referenced plots, input advances, harvest reconciliation. The difference is usually reporting: a public programme needs disbursement and coverage reporting for its funders, a private scheme needs recovery and margin analysis.
