Measurement, Reporting and Two Networks That Must Not Touch

Everything in the Nigerian petroleum value chain resolves to measurement. Upstream production must be reported to the Nigerian Upstream Petroleum Regulatory Commission; midstream and downstream volumes, licence returns and depot throughput to the Nigerian Midstream and Downstream Petroleum Regulatory Authority. Custody transfer at a terminal is a commercial and a legal act, and a metering discrepancy of a fraction of a per cent is a material sum. Yet in many operations the meters, tank gauges and laboratory results sit in separate systems, and the daily reconciliation is assembled in a spreadsheet by one person who understands it. That is a single point of failure sitting under a regulated report.

Health, safety and environment is the second pressure and the one that carries personal liability. Permit to work, toolbox talks, near-miss reporting, incident investigation, contractor competence records and environmental monitoring are all obligations with evidential requirements, and a paper-based HSE system fails at exactly the moment it matters — during an investigation or an unannounced inspection. Spill notification obligations to the National Oil Spill Detection and Response Agency run to hours, not days, and a system that cannot produce the notification and the supporting record quickly turns an operational event into a regulatory one.

Third is the security boundary. Terminal automation, tank gauging and loading systems are operational technology with long lifecycles and, frequently, no realistic patching path. Enterprise IT is a different world with different risk. Where the two have been allowed to merge — a plant historian on the office network, an engineering laptop that moves between both — a routine enterprise compromise becomes a safety event. Our work in this sector is often less about new capability and more about establishing that boundary properly, instrumenting it and monitoring it, without disturbing operations that cannot be stopped.

We have no delivered oil and gas engagement to point you at. The capability described on this page is real and the engineering is work we do elsewhere, particularly the measurement integration, the network segmentation and the historian access patterns, but we will not dress capability up as a track record.

If you are evaluating us for upstream, midstream or terminal work, the honest position is that you would be our first client in the sector. Some organisations will rightly rule us out on that basis. Others will weigh it against references in banking, government revenue and health, where the systems integration and control problems are closer than the industry labels suggest. Either way you should know before you start, not afterwards.

How We Would Close a Daily Balance at a Terminal

This is a proposed design, not a delivered reference. We have no oil and gas client yet, and the paragraphs below describe how we would approach the problem rather than work we have completed.

A midstream operator closing a daily hydrocarbon balance in arrears usually has the same shape of problem: flow computer data exported by hand, tank gauge readings transcribed from a local console, laboratory density and temperature results arriving by email, and the reconciliation living in a spreadsheet maintained by one measurement engineer. When a variance appears, establishing whether it is a real loss, a meter fault or a transcription error takes days, by which time the product has moved.

We would build a measurement data layer that reads flow computers, tank gauging and the laboratory system on a fixed cycle, applies the operator’s own correction and reconciliation rules, and presents a daily balance with every variance attributed to a specific stream and flagged against tolerance, with calibration and proving records held alongside so a variance can be tested against the meter’s history. Separately we would establish the boundary between the plant network and enterprise IT, move the historian to a brokered read-only feed, and put vendor remote access behind recorded privileged sessions. Nothing in the process control system would be modified.

Will any of this require us to modify the control system?
No. Our standard architecture reads from the process side and never writes to it. Data is taken from flow computers, historians and gauging systems through read-only or brokered interfaces, and where a client insists on complete separation we will deploy a unidirectional gateway. Any change touching the control system itself is a matter for your automation vendor, not for us.
Do you work offshore or subsea?
No, and we would rather say so plainly. Our competence is onshore and coastal — terminals, depots, field offices, gantries, corporate and HSE systems. Offshore installation and subsea instrumentation require certifications and marine experience we do not hold, and we will recommend a specialist rather than take work we cannot do well.
Can you support sites with no permanent IT presence?
Yes, this is a large part of what we do in this sector. Remote sites are covered by our managed IT service — centrally managed endpoints, monitored connectivity and backup, and a support desk on +234 803 047 9666 that operates to shift patterns rather than office hours. Physical attendance is contracted with a defined response time by location.
How do you handle vendor remote access to plant equipment?
Through managed privileged access: named accounts, time-boxed approvals tied to a specific work order, session recording and no standing connectivity. Most incidents we have investigated in industrial environments traced back to a permanent vendor tunnel that nobody owned. Removing those quietly is often the single highest-value thing we do on a first engagement.
What Nigerian content documentation can you provide?
We are a wholly Nigerian company, CAC-registered as RC 1489223, with 180-plus staff across Kano, Abuja and Lagos and no expatriate delivery component. We supply the certificate of incorporation, tax clearance, staff nationality profile and training expenditure figures that NCDMB returns require, and our compliance team will complete your standard content questionnaire.
How quickly can an HSE incident notification be produced?
The system starts a statutory timer the moment an incident of a notifiable class is logged, pre-populates the notification from the incident record, prompts for the specific fields the regulator requires and escalates to named officers as the window narrows. In practice the notification is ready within minutes; the constraint becomes management sign-off rather than assembling the information.
